The Client

The Government of the City of Buenos Aires (GCBA) is the autonomous governing body of Argentina's capital city, serving over 3 million residents. Through its Secretariat of Innovation and Digital Transformation, GCBA aims to centralize data and promote evidence-based public policy.

The Challenge

GCBA faced significant challenges in managing and leveraging data across its many government agencies. Each department generated large volumes of inspection data using different formats, templates, and systems, resulting in:

  • Lack of standardization across datasets
  • Siloed information across agencies
  • Difficulty in sharing and reusing data
  • Limited ability to support data-driven decision-making

Additionally, the absence of a unified data model made it difficult to put citizens at the center of policy decisions and reduced the efficiency of inspection processes. Businesses were often subject to multiple inspections requesting duplicated information.

The Solution

Netrix partnered with GCBA to support the development of a data-driven architecture centered on accessibility, standardization, and interoperability. Key components of the solution included:

  • Development of APIs to enable data access and integration across agencies
  • Design of a flexible and scalable data model to accommodate diverse data structures
  • Support for the creation of a centralized data repository
  • Advisory on architecture decisions, including the use of AWS services

Technologies Used

  • Amazon S3
  • AWS Glue
  • Amazon API Gateway
  • AWS Lambda
  • DynamoDB

The Implementation

  • Agile collaboration using Scrum methodology
  • Close coordination between multiple internal government teams and Netrix
  • Iterative API development with continuous alignment and testing
  • Knowledge transfer to internal teams to ensure long-term autonomy

The Results

Outcome AreaDelivered
Data-Driven Transformation
  • Creation of a centralized data platform (PIBA) integrating data across government
  • Enablement of data-based decision-making processes
Improved Data Accessibility
  • API layer enables secure and scalable data sharing between agencies
  • Standardized data structures improve usability and governance
“Ask Once” Policy Enablement
  • Reduction in redundant data collection across government interactions
  • Improved citizen experience by minimizing repeated requests for the same information
Operational Efficiency & Collaboration
  • Better coordination across inspection areas
  • Enhanced communication and alignment across multiple stakeholders
User Experience Improvements
  • Development of a front-end interface (in progress) to enable unified data access for inspections
  • Simplified access to information for government users
